EU small-parcel costs are changing again: a €2 handling fee is set for November.

The European Commission's updated guidance addresses a €2-per-item Union handling fee for distance sales imported into the EU, expected from November 1. This is separate from the temporary €3 customs duty on qualifying consignments up to €150.

For businesses: review EU-bound e-commerce pricing and declaration workflows. Check the final implementing position before applying the new fee.

CBAM threshold

EU assessment leaves the 50-tonne CBAM threshold in place

The Commission assessed the current single mass-based threshold. Its finding: the 50-tonne threshold would exempt 0.87% of embedded emissions in the measured period, below the 1% limit set by the CBAM regulation. The assessment did not announce a threshold change.

Why it matters: EU importers and Canadian suppliers of covered goods can continue planning against the current threshold while monitoring any later delegated act.

EU customs reform

EU customs reform enters into force, with a phased rollout

The EU's new customs framework entered into force after publication in the Official Journal. Its data hub, e-commerce importer responsibilities and trusted-trader arrangements will be introduced in stages; they do not all apply immediately.

Why it matters: Canadian companies selling into Europe should map upcoming data and platform responsibilities against the rollout timetable, rather than treat the reform as one overnight change.

Canada–EU trade data

EU–Canada goods trade reached €81.8 billion in 2025

Eurostat reports €48.8 billion in EU goods exports to Canada and €33.0 billion in EU imports from Canada. The article identifies machinery and pharmaceuticals among the largest product groups.

Why it matters: the new product-level picture is more useful for market prioritization than a single combined goods-and-services figure. It does not itself change customs treatment.

Canadian tariff update

Canada updates its tariff schedule for UK goods under CPTPP

CBSA's September 16 revision confirms the 2026 tariff schedule now includes Comprehensive and Progressive United Kingdom Tariff treatment, code 35. Eligible UK-origin goods have been entitled to that treatment since September 1.

Why it matters: importers should check which preferential treatment is available and support origin claims with the right documentation; the September update did not move the effective date.

CBAM pricing

EU publishes the third-quarter CBAM certificate price

The Commission lists €82.32 as the Q3 2026 CBAM certificate price, compared with €75.28 for Q2. Certificates covering 2026 imports are purchased from February 2027 under the published timetable.

Why it matters: Canadian producers of covered goods and their EU importers have a firmer cost input for Q3 shipments, subject to the applicable emissions calculation.

How Straja treats updates

Political announcements are not presented as customs law. Where a change is only proposed or under negotiation, the update says so. Where a deadline, tariff treatment or access rule is already operative, the relevant official source is linked directly.

Scope: Trade Updates are general information. They do not replace a transaction-specific classification, origin, valuation, permit or customs review.
